The circular already contemplates a phone leg. What it leaves open is who answers when the citizen is the one who calls first.
Designing the Number for the Ear
The system of record issues the number. The voice layer reads it; it never mints a parallel one. A second numbering scheme means two pending counts that disagree, which every grievance cell has already lived through.
Four rules make a number usable over a phone line.
Read it in the number's own segments. CPGRAMS registration numbers are alphanumeric strings built from a department code, a letter, the year and a serial. Read each segment as a unit, with a pause between them, in the caller's language. A single unbroken run is unlearnable.
Make the caller say it back, and offer a slow repeat first. The agent corrects at the segment where the read-back differs. Digit strings are where narrowband recognition errors cost the most, because a misheard digit produces a valid-looking number that belongs to a stranger's case.
Send the same number to the registered mobile by SMS, and say so. The call is not the record. The SMS is, and the agent should tell the citizen it is coming and from which sender.
When the number is lost. The fallback is the registered mobile number. If the incoming caller ID matches the one on file, the agent lists the open cases on that number and asks which one the caller means. If it does not match, the agent does not search. It offers to send the reference list by SMS to the registered number instead.
The Status Call: Disclose by Identity, Not by Number
A reference number is not a credential. Anyone who has seen an acknowledgement slip can type it. A status call reads from the case record, which holds the complainant's name, address and the substance of the complaint, so the agent needs a rule about how much to say to whom.

For a matched caller, a status answer has four parts. It says the stage, the office that holds the case, the date of the last recorded action, and what happens next and by when. It does not say "your case is being looked into" without a date. If the record shows no action since filing, the agent says so plainly. A citizen told the truth that nothing has moved can act on it. A citizen soothed with a vague sentence calls again next week.
A case that draws a second status call with no change in the record, inside the circular's 21-day redress period, is one someone should look at. The escalation ladder has no rung that fires before disposal; repeat status calls can be the trigger for one.

The Closure Call Depends on How the Case Closed
Paragraph 8.1 of the circular says DARPG's call centre dials disposed grievances to get the citizen's response. Elsewhere the same document keeps several categories out of the feedback loop. A closure call has to know which kind of closure it is making.

That is how this article reads the August 2024 circular. State portals and later DARPG instructions may differ, so confirm the categories against the SOP your portal follows before scripting.
Note the insufficient-information row. The circular says a grievance must not be closed on that ground without "genuine effort" to reach the complainant, and it lets the GRO use the feedback call centre for that purpose. A voice layer can make those attempts, log each one with a time and outcome, and collect the missing details in the same call. The closed case then carries a record of attempts instead of one officer's assertion.
